The City of Everett purchased the water rights to the Sultan River in 1915. The first earthen rock dam was built to 1,360 feet in 1965 and raised to 1,450 feet in 1983. The Spada Reservoir collects the rainfall and is the primary holding facility for the water before it is filtered and treated at the Water Filtration Plant. Overflow Drain Culmback Dam - The Culmback Dam on the Sultan River was built in 1965 to form the Spada Reservoir. In 1983 the dam was raised 90 feet which increased the capacity of the reservior by 400 percent. The dam currently holds back about 50 billion gallons of water. Spada Reservoir - The reservior holds 50 billion gallons of water. It covers nearly 1900 acres and has over 17 miles of shoreline. Cascade Mountain Range Sultan River Watershed - 84 square miles Sultan River Watershed Sultan River Intake Structure - The water that will be treated at the filtration plant is drawn from the reservior here. Valves controlled by computers allow the water to be drawn from different levels of the reservoir and at different flow rates.
