EVERETT CITY COUNCIL SUBCOMMITTEE
ON
ESTABLISHING A POLICY ON PUBLIC PLACE NAMES AND NAME CHANCES, AND REPEALING RESOLUTION NO. 5865

1. Welcome by Council member Paul Roberts

2. Members attending were Council member Paul Roberts and Council member Gigi Burke, Sarah Olson and Art Thomson from the Everett Parks Board.

Council member Brenda Stonecipher, Historical Commission members Neil Anderson and Dave Ramstad were absent.

3. A brief history of why this subcommittee was put together by Council President Gipson. This committee will help draft a policy and take that draft policy back as a recommendation to the full City Council for adoption to replace the two existing policies from both Parks and City with a commitment to complete this task by the first part of August.

4. Members were provided with copies of the current policy, proposed policy changes and the current parks policy. They were asked to review the policies; the drafts presented on April 11, 2012 and give their thoughts in writing to Deb Williams. She will collect all and prepare packets each week for all members to review.

5. Member Olson asked for copy of franchise policy for Comcast, the King County Policy, a list of all properties and buildings named in city of Everett, Seattle naming policy, National Historic Register criteria for next meeting. Deb researched the Herald Archives, contacted the Facilities Division, Dave Dilgard at the Library and found that a list of names of building including Edward Hansen Conference Center, streets, parks, etc is not available. No policy was established to catalog such items. Library research not available until 1990 (before all is hand searched) and then no such search engine was established through the electronic method. Examples of what committee is looking for were Mark Nesse Reading Room, Edward D. Hansen Conference Center, Carl Gipson Senior Center, Jackson Park, Harborview Park, Kimberly Clarke Play Field.

Member Olson asked what is a clear method of requests that come in regardless of the type of request, i.e. park name change, building name change, etc. Do they go to Mayor first, Park Board first, Historical Commission first, Council first.

6. Future Meeting Dates. Committee will meet weekly through the first week of August on Wednesday at 4:00 p.m. in the Council chambers. Meeting is open to public. Agenda and schedule was provided to Herald and Tribune.

7. Members Olson and Anderson announced they will be unable to attend July 18, 2012 meeting.
