COUNCIL BRIEFING AGENDA: (These items come before the City Council serving as a Council Committee of the Whole and are likely to be scheduled at a future meeting.

(1) Open Public Meetings Act

(2) Riverfront

(3) Authorize the Mayor on behalf of City of Everett
tax credits LLC and its subsidiaries to take all actions and execute all documents necessary to close Loan #2 and Loan #3.

(4) CB 1410-48– 1st Reading- Adopt the Proposed Ordinance amending Ordinance No. 1671-89 (EMC Title 19), as amended, with a new subsection to be added to the B-3 zone for Upper Story Wall Signage and amending other related sections in the zoning code. (3rd and final reading and public hearing on 11-5-14)

(5) CB 1410-49– 1st Reading- Adopt the Proposed Ordinance amending Sections 1, 2 and 4 of Ordinance No. 3380-14 which authorized a Pilot Project for Micro-housing or Trinity Lutheran College Students at the Southwest corner of Oakes and California. (3rd and final reading and public hearing on 11-5-14)

PROPOSED ACTION ITEMS:

(6) CB 1410-47–2nd Reading – Adopt the proposed Ordinance relating to Municipal Court Judge Positions (Ordinance 1259-86, as amended – Chapter 2.108 EMC) (3rd and final reading on 10-29-14)

CONSENT ITEMS:

(7) Adopt resolution No. ____ authorizing claims against the City of Everett in the amount of $1,073,052.52 for the period of October 4, 2014 through October 10, 2014

(8) Authorize the closure of various streets for a 27th Annual Puget Sound Festival of High School Marching BandsCompetition on October 25, 2014, 6 .am. to 10 p.m., sponsored by the Cascade High School Color Guard Boosters.

(9) Authorize the closure of Colby Avenue. 24th to 25th Street, for a Trunk or TreatEvent on October 31, 2014, 4 p.m. to 9 p.m., sponsored by Everett High School.

(10) Accept the Evergreen Way and Pecks Drive Intersection Safety Project as complete and Authorize the Mayor to sign the Certificate of Completion with Faber Construction.

ACTION ITEMS:

(11) Award Bid 2014-03 for an annual supply of sodium Hypochlorite to Olin Corporation for an estimated annual total of $229,324.08 including Washington State Sales Tax.

(12) Award Bid 2014-056 for Rebuild Cummins Engines to Cummins Northwest and Valley Freightliner in the estimated amount of $333,000.00 including Washington State Sales Tax.

(13) Award Bid 2014-094 for an annual supply of watertreatmentchemicals to the lowest responsive bidders at their unit prices bid as designated.

(14) Authorize the Mayor to execute an agreement for jail services with Yakima County in the form substantially as provided.

(15) Authorize the Mayor to sign Amendment No. One to the Professional Services Agreement with SvR DesignCompany for Senator Henry M. Jackson Park Phase One design and construction services, at no additional cost to the city.

(16) Authorize the Mayor to sign the License Agreements with Burlington Northern Santa Fe Railway Company (BNSF) for work associated with East Grand Avenue Sewer System Replacement and Stormwater Separation Project, Phase 1.

(17) Authorize the Mayor to sign the contract amendments to the aforementioned Public Works Trust Fund Loans.
