COUNCIL BRIEFING AGENDA: (These items come before the City Council serving as a Council Committee of the Whole and are likely to be scheduled at a future meeting.)

(1) Adopt resolution relating to Touchstone Hotel Project

PROPOSED ACTION ITEMS:

(2) CB 1410-48– 2nd Reading- Adopt the Proposed Ordinance amending Ordinance No. 1671-89 (EMC Title 19), as amended, with a new subsection to be added to the B-3 zone for Upper Story Wall Signage and amending other related sections in the zoning code. (3rd and final reading and public hearing on 11-5-14)

(3) CB 1410-49– 2nd Reading- Adopt the Proposed Ordinance amending Sections 1, 2 and 4 of Ordinance No. 3380-14 which authorized a Pilot Project for Micro-housing or Trinity Lutheran College Students at the Southwest corner of Oakes and California. (3rd and final reading and public hearing on 11-5-14)

CONSENT ITEMS:

(4) Adopt Resolution No. ____ authorizing claims against the City of Everett in the amount of $1,149,413.74 for the period of October 11, 2014 through October 17, 2014.

(5) Adopt Resolution No. ____ authorizing payrolll claims against the City of Everett in the amount of $4,046,506.85 for the period ending October 10, 2014.

(6) Adopt Resolution No. ____ authorizing elec transfers against the City of Everett in the amount of $5,895,104.11 for the period of September 1, 2014 through September 30, 2014.

(7) Authorize the closure of Colby Avenue, 24th to 25th Street, for a Food Drive Delivery Day on November 25, 2014, 6 a.m. to 3 p.m., sponsored by Everett Everett High.

ACTION ITEMS:

(8) CB 1410-47 –3rd and final Reading – Adopt the Proposed Ordinance relating to Municipal Court Judge Positions (Ordinance 1259-86, as amended – Chapter 2.108 EMC).

(9) Award RFP 2014-008 for a Rear Mount Platform Ladder Truck to General Fire Apparatus Inc/Rosenbauer Fire Apparatus LLC in the amount of $1,019,051.12 including Washington Sales Tax.

(10) Adopt Resolution declaring a 1997 Caterpillar CB-224 Roller and a 1996 Towmaster Trailer surplus and authorize them to be sold at a public auction to be conducted by the James G. Murphy Co.

(11) Authorize the Mayor on behalf of City of Everett CDE LLC and its subsidiaries to take all actions and execute all documents necessary to close Loan #2 and Loan #3.

(12) Authorize the Mayor to sign the Professional Services Agreement with CH2M Hill for the Portal 1 Condition Assessment in the amount of $87,480.00.

(13) Authorize the Mayor to sign a Burlington Northern Santa Fe Pipeline License for the Tulalip Water Pipeline substantially in the form attached.

(14) Authorize the Mayor to sign Contract E15-137 with the Washington State Military Department to receive funding for the Emergency ManagementOperations in the amount of $66,248.00.
