COUNCIL BRIEFING AGENDA: (These items come before the City Council serving as a Council Committee of the Whole and are likely to be scheduled at a future meeting.)

(1) Authorize the Mayor to sign Change Order #4 with Razz Construction for 112th St. S.E. Improvements Project for a net increase of $190,712.78 to the total contract price

(2) Authorize the Mayor to execute the Memorandum of Agreement for the Mukilteo Multimodal Project

(3) CB 1402-11- 1st Reading – Adopt the Proposed Ordinance amending the Development Agreement for the Everett Riverfront District Properties related to the Simpson Site and Eclipse Mill Site, amending Ordinance No. 3121-09 (3rd and final reading and public hearing on 3-19-14)

(4) CB 1402-12 – 1st Reading – Adopt the Proposed Ordinance creating a Special Improvement Project entitled, “East Everett Pedestrian Walkway,” Fund 303, Program 016, and repealing Ordinance No. 3341-13 (3rd and final reading on 3-19-14)

CONSENT ITEMS:

(5) Adopt resolution No. ____ authorizing claims against the City of Everett in the amount of $777,255.44 for the period of February 15, 2014 through February 21, 2014

(6) Adopt Resolution No. ____ authorizing elecclaims against the City of Everett in the amount of $5,604,052.26 for the period of January 1, 2014 through January 31, 2014

(7) Accept the 41st St. Extension & Roundabout Project as complete and Authorize the Mayor to sign the Certificate of Completion with Tri State Construction allowing the release of the escrow held in the US Bank

(8) Accept Parks Buildings’ Roofing and Repairs Project as complete and Authorize the Mayor to sign the Certificate of Completion and Final Voucher withBates Roofing LLC, releasing the retainage in the amount of $28,204.01

PUBLIC HEARING:

(9) CB 1402-07– 3rd and final Reading – Adopt the Proposed Ordinance adopting a Land Use Plan for the Silver Lake property and repealing the interim land use regulation established by Ordinance No. 3314-13, as amended

(10) Adopt Resolution approving the Shoreline Permit, Binding Site Plan and Multifamily Modification for the proposed Taylor Development townhouse project located on 19th Avenue SE at the north end of Silver Lake

(11) CB 1402-08 – 3rd and final Reading – Adopt the Proposed Ordinance amending the text of the Comprehensive Plan related to the Mukilteo School District, amending Section 1 of Ordinance No. 2021-94, as amended

(12) CB 1402-09– 3rd and final Reading – Adopt the Proposed Ordinance amending the Comprehensive Plan and rezoning a property located at the northwest corner of Jackson Park for use as a community garden, amending Ordinance No. 2021-94 and 1671-89, as amended

(13) CB 1402-10 – 3rd and final Reading – Adopt the Proposed Ordinance amending the Comprehensive Plan map from 1.3 (Single Family) to 2.0 (Parks /Public Park Zone) for Madison Park, amending Ordinance No. 2021-94, and Ordinance 1671-89, as amended

ACTION ITEMS:

(14) Authorize the Mayor to sign Amendment No. 2 to the Professional Services Agreement Videri, LLC to extend the contract completion date to February 28, 2015

(15) Authorize the Mayor to sign Amendment No. 1 to the Professional Services Agreement with ICF Jones & Stokes, Inc., to extend the completion date to March 31, 2015 for the Smith Island/Union Slough Restoration site monitoring at no additional cost to the City.
