COUNCIL BRIEFING AGENDA: (These items come before the City Council serving as a Council Committee of the Whole and are likely to be scheduled at a future meeting.

(1) Resolution declaring the need for the Housing Authority of Snohomish County to operate within the boundaries of the City of Everett.

(2) Crime Statistics Review

(3) Authorize the Mayor to execute the Agreement with VillageTheatre for management of the Everett Performing Arts Center and presentation of theatrical productions through August 31, 2018, in the amount of $287,534.12 for the first year, with annual adjustments based on Consumer Price Index.

PROPOSED ACTION ITEMS:

(4) CB 1408-40–2nd Reading – Adopt the Proposed Ordinance relating to Utility Fire Service Connection, amending Section 48 of Ord.1237-86 (3rd and final reading on 8-27-14).

CONSENT ITEMS:

(5) Adopt Resolution No. ____ authorizing claims against the City of Everett in the amount of $838,870.60 for the period of August 2, 2014 through August 8, 2014.

(6) Adopt Resolution No. ____ authorizing payroll claims against the City of Everett in the amount of $3,525,094.96 for the period ending July 26, 2014.

(7) Authorize Bid Call 2014-069 for Annual Tree and Stump RemovalServices.

(8) Authorize the closure of Hoyt Avenue, 25th to 26th Street, for a Fundraising Walk-A-Thon on September 12, 2014, 10 a.m. to 8 p.m., sponsored by Our Lady of Perpetual HelpSchool.

ACTION ITEMS:

(9) Authorize the Mayor to sign contract with CivicPlus to replace the City’s website.

(10) CB 1407-39– 3rd and final Reading – Adopt the Proposed Ordinance concerning Sewage and Storm System Surcharge, Backup Prevention and Claims, amending Ordinance No 1506-88 (Chapter 14.08 EMC).

(11) Authorize the Mayor to sign Amendment No. 3 to the Professional Services Agreement with BHC for the Riverfront Development in the amount of $410,644.00

(12) Authorize the Mayor to sign all necessary documents with United States Department of Justice and Snohomish County to accept the $85,687.00 Fund Year 2014 Edward Byrne Grant Memorial Justice Assistance Grant.
