The City hired Makers, a local urban design and architectural firm, to assist in the preparation of the corridor study and long-term vision for Evergreen Way/Rucker Avenue from 41st Street to Gibson Road. The study will analyze various elements of the corridor, including land use and zoning, redevelopment potential, economics, pedestrian safety, transportation and aesthetics. The consultant team also includes Perteet Engineering to assist with the transportation analysis, and Property Counselors to evaluate economic conditions and potential within the corridor.
The City, in partnership with Snohomish County and the City of Mukilteo, Everett Transit and Community Transit, was recently awarded a grant from the Washington State Department of Commerce for $121,000. The grant money is to be used to develop plans to promote energy efficiency by reducing vehicle miles traveled and greenhouse gas emissions. As a result of the grant award, the scope of the study will be expanded to include an additional segment of the Evergreen/SR 99 corridor extending south from Gibson Road to 148th Street SW. Everett's portion of the grant will be used to expand the study to include neigbhborhood areas within a one-half mile radius of the new Swift bus stops, with a focus on providing pedestrian and bicycle linkages from adjacent neighborhoods to bus stops. The result will be a plan that encourages increased transit usage through improved access to transit facilities.
Background
On June 22, 2009, January 28 and June 8, 2010, public meetings were held on the Evergreen Way corridor visioning and planning process. On March 27 and April 21, 2010, the City held active public sessions out at key nodes along the corridor to encourage some creative thinking about ways to improve the corridor and adjacent neighborhoods. Following the on-line survey results, public meetings and field exercises, the City developed preliminary recommendations for individual nodes along the corridor. The nodes generally correspond with new Swift Bus Rapid Transit stations.
What's Next
The City and consultants are developing draft land use strategies which will include land use code changes and design standards. This information will be presented to the Evergreen Advisory Committee and public in the Fall. The City will also be working to identify and prioritize transportation improvements, infrastructure needs, and public investments.
